Authority to Establish System of Universal Military Training

If Congress enacts legislation along the lines of either of two proposals for the establishment of a system of universal military training, supported by appropriate declarations of policy and findings of fact, such legislation would be well within the constitutional powers of the federal government. The OLC does not provide release dates for its opinions, so the release date listed is the date on which the opinion was authored.
