Draft proposals dealing with presidential succession, a vacancy in the office of Vice President, presidential inability and the election of the President and Vice President.

The document contains draft proposals for amendments to the Constitution, including dealing with presidential succession, abolishing the Electoral College, and providing for the performance of presidential duties in case of vacancy or inability. The conclusions reached in the document are that these proposed amendments would address the issues of presidential succession and electoral votes in a carefully and concisely drawn manner. The questions presented for review include whether the proposed amendments should be adopted and ratified by the legislatures of three-fourths of the states, and how the process of presidential succession and electoral votes should be reformed.
