Applicability of Freedom of Information Act to White House Records Entered and Stored in Office of Administration Computers
This document discusses the applicability of the Freedom of Information Act (FOIA) to White House records entered and stored in Office of Administration (OA) computers. The conclusion reached is that White House data entered and stored in OA computers under the terms of the Agreement will not become subject to FOIA. The document presents questions regarding whether the data stored in OA computers should be considered agency records and subject to public disclosure under FOIA, as well as whether the physical location of the data in OA computers affects their status as agency records. It also addresses the issue of control and ownership of the data, and the measures taken to safeguard the security of the information.
